• In the beginning of the COVID-19 pandemic, there was a serious shortage of anti-pandemic facilities so the Government immediately began to plan the construction of quarantine facilities at various places. The Health Bureau worked alongside 18 bureaux and departments in a concerted effort so that the facilities could be completed successfully within a short period of time to help combat the pandemic.

• The Electrical and Mechanical Services Trading Fund fosters a new organisation culture of agility, innovation and collaboration to nurture an excellent team acquainted with specialised and future technology. It offers innovative solutions to clients and promotes electrical and mechanical digitisation for enhanced efficiency and quality of public services.

Conversion of Chun Yeung Estate into a Quarantine Centre and the Subsequent Reinstatement
Housing Department
• In the beginning of the COVID-19 pandemic when Hong Kong was short of quarantine facilities, the Housing Department (HD) undertook a special and confidential mission during the Chinese New Year to convert the unoccupied Chun Yeung Estate into a quarantine centre within a short period of time. Time constraints, the lack of similar conversion experience, anger of people waiting to move in and possible harassment arising from social events, all posed pressure on the HD staff. Yet, they pressed ahead with a people-centred attitude and tackled various problems, making the completion of the conversion works possible in 12 days.

The Digital Log-books for Lifts and Escalators

• Log-books have always been in paper form since 1987. As rapid technological advancement continues, the public and the trade have become used to handling everyday matters with digital tools. Cloud technology, blockchain, and other digital technologies are becoming popular. To capitalise on digital technology for the convenience of the public and the trade, the Electrical and Mechanical Services Department has replaced the conventional paperbound log-books with the Digital Log-books for Lifts and Escalators that apply blockchain technology, in order to enhance the regulatory and operational effectiveness of lifts and escalators.
