Don't Draw Conclusions Early in the NFL Season

Week 1 of the NFL brought many upsets and unforeseen teams that came out victorious while heavy favorites either lost or came very close to losing. Fast forward to the end of Week 2 and many of those teams who were upset in Week 1 (New England Patriots and Chicago Bears) bounced back strong in Week 2.
Most importantly, we have learned that is still too early to draw conclusions, especially after only 2 weeks of the NFL season.
When is it fair to conclude which teams are strong and which teams will struggle?
