In 2000, the Housing Authority implemented a housing quality reform, one significant change being the shift from standardized to non-standardized design for public housing. This introduced more people-oriented and site-specific design concepts, as seen in newly completed buildings like Yau Lai Estate, emphasizing microclimate research and increased greening, also adding many elements of sustainable development. For existing buildings, such as So Uk Estate, comprehensive redevelopment was undertaken, and the new So Uk Estate evolved into a modern housing estate balancing development and conservation. Additionally, the design and operation of the large shopping mall in Yau Tong, with its emphasis on commercial efficiency, also prioritizes community facilities and engagement. Entering 2023, the Housing Authority, drawing on years of experience and resident surveys across many housing villages, formulated a set of 'Happy Design Guidelines' for future public housing construction, aiming not only to increase supply, speed, and efficiency but also to enhance quality development and continue creating better living environments for residents.
