On Wednesday, the government finally announced its constitutional reform proposals for the 2017 chief executive election. Anyone who expected at least some concessions to sway pro-democrats, , was disappointed. Not only that, but earlier promises of further improvements if this proposal was “pocketed first” were dashed by Chief Secretary Carrie Lam who said that once this package was accepted the requirements of Article 45 of the Basic Law for achieving universal suffrage will have been met. There is no obligation on Beijing to allow future changes.
