Article 5 of the Basic Law also promised that “the previous capitalist system and way of life shall remain unchanged for 50 years” after the handover. But are these promises being kept? With us in the studio to discuss this is Allen Lee. As part of their non-cooperation campaign to protest at Beijing’s restrictive framework for the 2017 chief executive election, pan-democratic lawmakers have been filibustering government plans: asking repetitive questions and tabling hundreds of amendments. The filibuster has been particularly evident in the Establishment Subcommittee and the Public Works Subcommittee, where they hold a majority of seats. This has stalled a number of controversial major infrastructure projects. In retaliation the government is refusing to move forward on smaller social and educational projects.
