As part of their non-cooperation campaign to protest at Beijing’s restrictive framework for the 2017 chief executive election, pan-democratic lawmakers have been filibustering government plans: asking repetitive questions and tabling hundreds of amendments. The filibuster has been particularly evident in the Establishment Subcommittee and the Public Works Subcommittee, where they hold a majority of seats. This has stalled a number of controversial major infrastructure projects. In retaliation the government is refusing to move forward on smaller social and educational projects.
