Does Hong Kong recognise or value the potential role of art in society? Well, at a time capsule ceremony last week, Jacques Herzog the main architect behind the design of the M+ museum, said that the delays to the project caused by politics, suggest not. Despite those delays, M+ has already started to make its presence felt, even without bricks and mortar.
