According to Article 45 of the Basic Law: "The Chief Executive of the Hong Kong Special Administrative Region shall be selected by election or through consultations held locally and be appointed by the Central People's Government." To make it even clearer, in 2007, the National People's Congress Law Committee ruled on the issue of universal suffrage in Hong Kong, saying that the election of Legco can be achieved by universal suffrage after the same method has been used to choose the Chief Executive. But the devil is in the details. And throughout 2013 those details have been a major concern of pro Democrats, and the Occupy Central With Love and Peace campaign, which is suggesting that if Hong Kong people's aspirations are not met, at least 10,000 citizens should join in a passive civil disobedience resistance protest in Central in July 2014.

But it hasn't been all plain sailing for Occupy Central.
