Hello and welcome to The Pulse. Last Wednesday, Financial Secretary Paul Chan delivered his third Budget. The usual so-called handouts were scaled back and there were forecasts of slower economic growth and a significant shrink in the budget surplus over the next five years. So, what does this all mean?
