Neymar Contract Controversy | Barcelona Corrupt?

Reports surfacing from Neymar's father, Neymar Sr., that Barcelona may have paid his company millions of euros to sign the starlet attacking midfielder. Barcelona reportedly paid nearly €50M while Neymar was still with Santos (Brazil). Since news broke, president Sandro Rosell has resigned. Should we fault Barcelona and should they be penalized?
