Technological Innovation Boosting the Cemeteries and Crematoria Services
Electrical and Mechanical Services Department, Food and Environmental Hygiene Department
• The Electrical and Mechanical Services Department and the Food and Environmental Hygiene Department have been working closely, and taking every effort to improve the cremation services. The two departments have been preparing for the increase in demand for cremation services in the future. After collecting opinions from stakeholders, they have developed and launched a number of measures, including digitalising the cremation services application process, developing a management system for the cremation process to improve the process and collecting data for process optimisation, introducing artificial intelligence to save fuel, as well as trying out new designs in the columbarium to facilitate the public.
• In addition, the two departments have made various flexible arrangements during the critical times in the fifth wave of the pandemic. Apart from fully utilising the resources and deploying their manpower, staff in the back office also stepped forward to assist in responding at the front line, demonstrating that civil servants will walk the extra mile when delivering their services.

Excellence in Service Enhancement Award (Small Department Category) (Gold Prize)
Hong Kong Observatory
• Apart from providing daily weather reports to the public, the Hong Kong Observatory (the Observatory) has been improving its services over the years. Various languages have been added to the existing platforms, including Bahasa Indonesia, Vietnamese and Thai, so as to reach more users. In addition, the Observatory has launched a chatbot in which the public can enquire about various weather information. It does not only save the manpower for answering telephone enquiries, but also speeds up the handling of public enquiries.
• Furthermore, the Observatory has been providing weather information using QR codes at hotspots of hiking routes, so as to facilitate hikers in getting the latest weather information of the routes nearby and planning a safe route. The Observatory also produces e-books, using technology to promote meteorological knowledge in an easily understandable manner, so as to make general knowledge in science more deeply rooted in people’s minds.

TechnoLand - We Build Our City, Turn Lines to Dreams
Architectural Services Department
• In response to the fact that traditional manual drafting is being gradually replaced by the the computer-aided Building Information Modelling (BIM), the Architectural Services Department has launched a special training programme “TechnoLand”, so as to enhance the Technical Officers’ (TO) skills in the application of BIM. The main vision of “TechnoLand” is collaborative innovation. Through changing the relationship between people and technology, communication between colleagues of different generations and specialties can be enhanced and synergy can be achieved. The programme has adopted various training strategies, including launching a mentorship scheme that brings young and senior TO together to encourage inter-generational learning, as well as building an e-Learning portal for the sharing of knowledge among colleagues of different ranks.

Highways Department
• The Central Kowloon Route under construction will link up Yau Ma Tei and Kai Tak, and divert the existing traffic between Kowloon East and Kowloon West. Having regard to the requirements of the work, the demolition of the Yau Ma Tei Carpark Building started in 2021. The Highways Department, the department-in-charge for the demolition, has to maintain normal traffic on the Gascoigne Road Flyover while minimising the impact of the work on the users of the Building and the stakeholders. One of the challenges is the reprovisioning of the Yau Ma Tei Public Library in 3 months’ time.
• Demolishing a building in a busy district is highly challenging and risky. The Highways Department introduced various technologies and devices for the demolition, aiming to safely construct a highly inter-connected and accessible truck road network for the public.
