American sports, except for baseball, are known for having a salary cap. The caps goal is to balance out the level of play in the league and normally prevents super teams from being created. Over seas, where World Football dominates, no salary cap exists. Transfers and loans are put into place for balance, but any team can technically sign any player if they are willing to shell out the cash.
