In recent days Hongkongers who object to a 12 year old boy jumping the immigration queue have been called xenophobes. Ironically, in some cases the adjective is being used by individuals who forget that after a High Court decision in 1999, they asked for an interpretation of the Basic Law to stop. Back then some of them claimed, perhaps not so un-xenophobically that unless the law was changed as many as one million mainlanders would flood into Hong Kong as a result of the high court ruling in a right of abode case.

With us in the studio is Benny Tai, Associate Professor of the Faculty of Law of the University of Hong Kong.
